If it acts like a friend, talks like a friend...is it a friend?

What do call a guy, who after a break up, says he still wants to stay in touch with you (and actually does)? He calls once in a while to ask how you are, im's you online, and still says hi to you when he sees you. He's nice and polite when you see him and even asks how your friends are doing (the ones you introduce him to).
They say it's "natural" to want space post break up, but how many people really mean it when they say they'll keep in touch?

And more importantly, when did "let's be friends" turn into something other than an implied agreement never to see the other person again after having a failed relationship with him/her?
